Maybe try opening the clips in Audition and changing their speed there. Then you'll have 'normal speed' clips inside of PP.

Turn on Snap by hitting the S key. That should cut exactly at the CTI as long as the cursor is close.

You're right, it does. I had snap on but I didn't think it was working because you can't see the razor actually snap to the CTI line, but it does make the cut exactly at it. Thanks!
