Drag one of your video files in the Project Panel onto the "Create New Item" icon at the bottom of the panel and Premiere will automatically create a sequence with the correct preset for you.
You must copy the entire folder structure from either the camera internal memory or the SD card onto your hard drive, or you will likely have problems editing. Then use the media browser to import your video files.
