It really won't matter what you post up to YouTube, as they convert everything. If the videos don't play on phones, you'd probably need to talk to YouTube, or Google or Apple about why.
Two things I noticed while scanning that screenshot.
1. Your output file name includes parentheses and an extra ".mp4". While they may not be causing your playback issue, I suggest removing both of those elements.
2. Your bitrate seems high. 65-80mbps is a lot. My initial guess is that the data rate is choking up the hard drive trying to read the file, causing the skipping in playback. Worth a try at lowering the data rate to ~10mbps and seeing how that goes.
I am trying to create a closed caption in premiere pro cc (trial version) but when I am in the captions tab, am unable to select the 'add' caption button. I have enabled the captions and have watched many video tutorials and searched the web for answers but there is nothing about why the 'add' caption option might not be available?

Sorry i do not know the correct word for it, the video seems like it does when you are trying to watch a video online but it buffers. The video dosnt stream 100% through and keeps skipping
Your export settings (resolution and in particular, frame rate) do not match the sequence. Correct that.

Sync Settings is not working correctly for everyone right now. It's a Creative Cloud issue and is scheduled for a fix soon. Sorry if this is causing you any workflow issues.

Hi dudes - I've been working on a commercial at work with Premiere CC 2014 and have a 2nd proof deadline tomorrow morning so I've taken a copy home with me. I had to update CC to open the file and suddenly I can't re-link any of the DSLR footage as it says it's unsupported, dosn't show in media browser and can't import either. A-cam stuff was all F55 and links fine. Oh and also I can still open all file formats including .MOV inside of CS6 (but obviously not the project file). Can anyone offer any advice or has anyone had a similar issue? Totally screwed if this doesn't work (also got another Premiere problem on another thread so this makes things even worse). I'm a big lover of Adobe products but it seems like every other week I have issues with Creative Cloud in one way or another and I dare not add up the amount of money I've lost over the last couple years due to virtual cock-ups. Adobe customer services rarely seem capable of solving any issues (or at least none of the people via the chat function - I can never get through on the phone) so I'm turning to the wonderful community You would be a god to me if you can help me out of this mess
ps. just for added funzies, I was going to uninstall and re-install via the Creative Cloud application and after uninstalling it still says "up to date" and hasn't reverted to being installable again. Great

Still dosnt work.. when i save it in quick time it works fine but i need it in H.264 and when i save it under that it 'skips'
I am using a Nvidia 750 ti with the most resent cuda drivers. I think that is more then enough to handle Premiere Pro. Is the issue that it cant find my card?
P.S. I've had Premiere for about a month and a half now, and I'm using it to get a lot of my income and entertainment.

You haven't specified what you tried. We don't know what it is that didn't work. The more informative you are with what you're doing, the more we know and can potentially help.

Temporary solution for this was "export xml" after all. I had to disable all graphics and textlayers and delete colorcorrections, and flatten multicam, so i had to redo all grading ja graphics stuff in older premiere after importin FCP xml. But got the work done in time. Won't use cc 2014 in near future unless someone figures out what is wrong with green frames. (well actually now im exporting from older AME, will she if the green frames pops out there too, wouldn't be too much surprised....)
