Where are you Media Cache files being created? The PEK files (Waveform Display) are really quite small, though the CFA (Conformed Audio) files are much larger. Good luck, Hunt

Under Preferences in the audio section I have the "automatic peak file generation" box checked. And under Media Cache Files I have it saving next to originals when possible on the C drive.

I don't really know the structure of a Premiere XML, but inside of yours I found this path: "\\?\D:\A V C H D\ANAHITI mkrtutyun@16.01.13\kran\1\PRIVATE" which looks a bit crooked.

Yes, Drives 3 and 4 are exact clones. Both are always online. Drive 4 is never accessed or written to, only when CC Cloner backs up the drive at 11 pm.
