Yes, but I have just tried something different.
I have copied on a project file created on my laptop where Premiere Pro does work and the behaviour is different. The project attempts to open with the loading project progress bar displayed. As soon as the progress bar completes Windows alerts that Adobe Premiere Pro has stopped working.
