Nope, no keyboard shortcut to disable a single clip, on a specific video track, under the playhead location.
For your situation, I would be inclined to just highlight the unneeded layer(s) and hit the Delete key. I could do that relatively quickly and it would offer a quick and clear visual representation of changes from the Program track.
