You can't set the project at 25 fps, you set a sequence.
Now you're telling me to render in 25?
Not just to render, but being consistent. Regular PAL is 25 fps. Monkeying with fps without understanding what you're doing and why is not wise. If you're not striving for 'film look', you don't need 24 fps. If you do and create your sequence out of stills, be stick to 24 fps throughout your pipeline. Meanwhile, messing up with frame rates hardly causes that flickering.

I'm telling you to start a brand new project so as to narrow down what might cause the issue. It's up to you whether to debug it or not. I'm going to sleep
